Even if you don't own the DLC, the factions and units will still appear in the Grand Campaign for the AI with their full rosters, traits etc, because they were patched into everyone's game for the AI to use when the DLC was released. It's important to note that with DLC that adds factions or units to the Grand Campaign (the 4 Culture Packs, 2 of the Campaign Packs and the 2 Unit Packs,) you only need the DLC if you actually want to play as those factions and with those units. Whether that's a better deal than buying Emperor Edition and the DLCs separately will vary, so shop around. So basically it's Emperor Edition and three specific Paid DLCs.
